Summary

The HESC Financial Management Plan achieves its savings target by limiting the refilling of vacated positions to items critical to the agency's ability to serve its customers or that generate revenues.  The agency will achieve further savings by reducing the use of consultants on some information technology projects, further reduce professional development training, and amend its tuition reimbursement policy.
