The DOS Financial Management Plan achieves its savings target through attrition and personnel management. The agency is currently under its workforce target and will manage workforce through attrition. The agency will also impose strict controls over non-personal service spending, and will reduce costs through increased use of webcasting and internet-based training, as well as utilizing other technologies that will result in efficiencies in licensing.
