Budget Highlights

In the 2022 Legislative Session, five (5) Special Pay Bills were enacted to cover the personal service and fringe benefit costs resulting from the ratification of collective bargaining agreements with four (4) state unions, and the extension of annual salary increases to Management / Confidential employees in FY 2022 and FY 2023. The total value of the Special Pay Bill appropriations is $438,500,000.

State agencies have drawn the requisite appropriation authority from the pay bills to cover the retroactive and current-year cost of the pay and fringe benefit increases, and the appropriation authority will continue to remain available for this purpose through March 31, 2023.

The five enacted pay bills include:

  • Chapter 60 of the Laws of 2022 (Part A) for the Police Benevolent Association of New York State, Agency Police Services Unit.
  • Chapter 60 of the Laws of 2022 (Part B) for the District Council 37, Rent Regulation Services Unit.
  • Chapter 359 of the Laws of the Laws of 2022 for the Council 82, Security Supervisors Unit.
  • Chapter 361 of the Laws of 2022 (Part A) for the Civil Service Employees Association.
  • Chapter 361 of the Laws of 2022 (Part B) for Management / Confidential employees.

The FY 2024 Executive Budget directly appropriates the recurring costs of the four (4) union agreements within the respective state agency budgets.
