Budget Highlights

In FY 2022, the State enacted Special Pay Bill appropriations totaling $813,748,000 to cover the cost of personal service and fringe benefits resulting from the collectively negotiated agreement with the Public Employees Federation (PEF) (FY 2020 - FY 2023), and the arbitration award issued to the Police Benevolent Association of New York State (PBANYS) (FY 2016 - FY 2019).

These appropriations cover the retroactive and current-year costs associated with implementing the PEF agreement and the PBANYS award in FY 2022. State agencies have drawn appropriation authority from the pay bills to cover these costs in FY 2022, and the authority remain available through March 31, 2022 for this purpose.

The PEF agreement provides 2 percent general salary increases in each year of the contract and additional compensation including a $500 lump sum uniform pay for nurses. The PBANYS award also provided annual 2 percent general salary increases and a $750 increase in Expanded Duty Pay.
