Mission

The Department of Audit and Control was created in 1926 and is headed by the State Comptroller, who is elected by the citizens of New York State. The Department is responsible for paying the State’s bills and payrolls; verifying all financial transactions of the State; reviewing the financial and management practices of State agencies; supervising the fiscal affairs of local governments; investing State funds and issuing bonds and notes; and administering the retirement program for State and most local government employees.

Budget Highlights

The FY 2017 Executive Budget recommends $328.9 million All Funds ($161.6 million General Fund; $106.7 million Fiduciary Fund; $35.1 million Internal Service Fund; $19.5 million Special Revenue Funds-Other; and $6.0 million Capital Funds), an increase of $12.4 million from FY 2016. The increases include $1.3 million for operations center fixed costs, $1.1 million for additional unclaimed funds and Medicaid auditors, $3.7 million to reflect reimbursement for shared IT services, and $6.3 million associated with the upgrade and expansion of the State's payroll system (PayServ).

Executive Budget appropriations support a workforce of 2,663 FTEs, an increase of 20 FTEs associated with additional auditors (16 FTEs) and payroll system staff (4 FTEs).
