Budget Highlights

In 2014-15, appropriations totaling $5.2 million were enacted to implement the collective bargaining agreements between the State and two unions: the Graduate Student Employees Union (GSEU) - which represents graduate student assistants pursuing a master’s or doctoral degree at SUNY campuses; and District Council 37 of AFSCME, (DC-37 Housing) - which represents administrative employees including rent examiners and inspectors, keyboard specialists, and attorneys at the Division of Housing Community Renewal.

Adequate funding was provided for retroactive payments for stipends to graduate students represented by the GSEU in 2009 and 2010 as well as for marginal costs (net of savings from the Deficit Reduction Plan) associated with employees represented by DC-37 Housing. Additionally, funds were provided to Labor Management Committees to fund programs such as: recruitment and retention; professional development; and, family benefits.

The ongoing funding for such collective bargaining agreements is reflected in State agency budgets. Accordingly, this appropriation is eliminated.
