Mission

The Department of Audit and Control was created in 1926 and is headed by the State Comptroller, who is elected by the citizens of New York State. The Department is responsible for paying the State’s bills and payrolls; verifying all financial transactions of the State; reviewing the financial and management practices of State agencies; supervising the fiscal affairs of local governments; investing State funds and issuing bonds and notes; and administering the retirement program for State and most local government employees.

Budget Highlights

The Executive Budget recommends $307.6 million All Funds ($159.4 million General Fund; $106.7 million Fiduciary Fund; $22.9 million Internal Service Fund; $18.6 million Other Funds) for the Department. General Fund appropriations increase $2.4 million, of which $2.0 million will support the Comptroller’s Preschool Special Education audit program. Internal Service Funds increase by $500,000 to reflect anticipated growth in the cost of banking services.

Executive Budget appropriations support a workforce of 2,643 FTEs, a net increase of 34 to support the Preschool Special Education audit program.
