For more than 80 years, the New York State Division of the Budget has been the primary fiscal advisor to the Governor, developing, negotiating and implementing one of the largest government budgets in the country. Encompassing criminal justice, economic development, education, energy, environment, healthcare, homeland security, housing, human services, mental health, transportation, and other public policy areas, work at the Division of the Budget is high-impact public service. The Division is synonymous with challenge, opportunity, responsibility, and quality.
We are located in Albany, which has grown over the past four centuries from a small Dutch settlement on the Hudson River to New York State’s capital city in the heart of burgeoning Tech Valley. The State Capitol
– the historic centerpiece of New York State – is home to the Budget Division.
The Division’s budget examination staff must be able to demonstrate clear thinking, strong writing, and insightful analysis, all in a fast-paced environment. In developing, negotiating, and implementing the annual Executive Budget, budget examiners:
- Analyze State agency fiscal operations.
- Develop budgetary and policy recommendations.
- Evaluate proposed legislation.
- Negotiate with legislative staff.
- Monitor revenue and expenditures.
- Manage Federal, state and local government relations.
When filling budget examination positions, the Division looks for candidates who have excellent analytical and problem-solving skills as well as outstanding written and oral communication abilities. College graduates new to New York State government may apply to join our ranks as Budget Fellows. Experienced New York State government staff may be eligible for our Budget Examiner title series.
Internships
The Division of the Budget offers paid hourly internship positions (hourly rate dependent on education level), usually on a part-time schedule. To apply for an internship, please complete the Online Employment Application, and select “Internship.”
Budget Fellows
DOB seeks candidates who have strong analytical and problem-solving skills, as well as outstanding written and oral communication abilities. Most candidates join our team through the Budget Fellow career track, which does not require a civil service exam. Starting salaries are based on education and experience:
- Budget Fellow I: Salary of $49,835. Requires a Bachelor’s degree.
- Budget Fellow II: Salary of $54,570. Requires a Master’s degree; OR, a Bachelor’s degree and one year of relevant experience.
- Budget Fellow III: Salary of $59,038. Requires a Doctoral degree; OR, a Master’s degree and one year of relevant experience; OR, a Bachelor’s degree and two years of relevant experience; OR, a Bachelor’s degree and three years of professional experience including one year of relevant experience.
The Division does not hire individuals who require sponsorship for employment.
State Agency Transfers
The Division also hires professionals who began their careers in other New York State agencies. Section 52.6 of the Civil Service Law permits State employees in competitive class administrative titles in related specialties to transfer or be reinstated to the Division’s Budget Examiner title series, provided that:
- They have one (1) year of permanent competitive service in an administrative title as defined by Section 52.6 of the Civil Service Law at or above salary grade level 18 (G-18); and,
- The transfer is not a second consecutive transfer resulting in an advancement of more than two (2) salary grade levels.
Examples of qualifying Section 52.6 titles include: Senior Budgeting Analyst (G-18) and Associate Budgeting Analyst (G-23); Senior Administrative Analyst (G-18); State Program Examiner 1 (G-18); Taxpayer Services Fellow 2 (G-18); Program Research Fellow 2 (G-18); and, Health Program Administrator (G-18).
Professional Development
The Division provides an extensive training and development program to all of its employees. New professional staff have multiple opportunities to develop and hone their skills as budget examiners. In the full-year Budget Examination Skills Training (BEST) classroom and on-line training program, agency subject matter experts help new staff gain the knowledge needed to succeed in their work, including: the Division’s structure and functions, the operations of New York State government, budget examination techniques and procedures, and analytical and management practices.
New professional staff also receive training related to the Division’s policies on ethics, sexual harassment prevention, workplace and domestic violence prevention, reasonable accommodations, and information technology security. Classes on communication, supervision, and management skills are also offered, along with a variety of online courses accessed through the Statewide Learning Management System. Computer courses on the Microsoft Office Suite and other software are conducted in our on-site computer training facility.
Career Advancement
During their assignment, Budget Fellows accumulate the knowledge and experience to compete in the Civil Service examination through which a Budget Fellow transitions to career employment as a Budget Examiner (G-18, $59,038 – $73,259).
Budget Examiners may take promotional examinations to move up the career ladder to Senior Budget Examiner (G-23, $76,326 – $95,361), Associate Budget Examiner (G-27, $91,365 – $115,490), and Principal Budget Examiner (G-31, $112,155 – $141,538). In addition to these promotional opportunities, Budget Examiners can transfer to managerial positions in other State agencies through the Civil Service system.
