Selected Highlights for Hudson Valley – Westchester

Hudson Valley-Westchester Region

  • Total NYS School Aid to Hudson Valley-Westchester Region school districts will increase from $1.9 billion in 2007-08 to $2.05 billion in 2008-09, an increase of $125.5 million or 6.5%.
  • Total STAR property tax relief to Hudson Valley-Westchester Region residents will increase from $919.4 million in 2007-08 to $952.4 million in 2008-09, an increase of $32.9 million or 3.5%.
  • Total Aid and Incentives for Municipalities (AIM) funding for Hudson Valley-Westchester Region residents will increase from $162.2 million in 2007-08 to $170.4 million in 2008-09, an increase of $8.2 million or 5.0 %.
  • Total Aid and Incentives for Municipalities (AIM) funding for the City of Poughkeepsie residents will increase by $219,696 or 5.0% to $4.6 million in 2008-09.
  • Total Aid and Incentives for Municipalities (AIM) funding for City of Kingston residents will increase by $289,189 or 9.5% to $3.3 million in 2008-09.
  • Total Aid and Incentives for Municipalities (AIM) funding for City of Middletown residents will increase by $254,955 or 9.5% to $2.9 million in 2008-09.

Westchester County

  • Total NYS School Aid to Westchester County school districts will increase from $566.9 million in 2007-08 to $602.1 million in 2008-09, an increase of $3.53 million or 6.23%.
  • Total STAR property tax relief to Westchester County residents will increase from $486.3 in 2007-08 to $503.2 in 2008-09, an increase of $16.9 or 3.4%.
  • Total Aid and Incentives for Municipalities (AIM) funding for Westchester County residents will increase from $135.1 million in 2007-08 to $141.8 million in 2008-09, an increase of $6.6 million or 4.9%.
  • Projected savings for Westchester County for the Medicaid Cap and State takeover of Family Health Plus will total $22.9 million in 2008-09.
  • $1.2 million for capital improvements at FDR State Park.
  • $390,000 for capital improvements at John Jay State Historic Site.
  • $250,000 for capital improvements at Old Croton Aqueduct State Park.
  • $480,000 for capital improvements at Philipse Manor Hall State Historic Site.
  • $50,000 for capital improvements at Rockefeller State Park.

Columbia County

  • Closing of the Hudson Correctional Facility, to achieve a budget savings of $5.0 million in 2008-09 and $15.7 million in 2009-10.
  • $80,000 for capital improvements at Clermont State Historic Site (partially located in Dutchess County).
  • $1.35 million for capital improvements at Lake Taghkanic State Park.
  • $365,000 for capital improvements at Olana State Historic Site.
  • $900,000 for capital improvements at Taconic State Park (partially located in Dutchess County.

Dutchess County

  • Projected savings for Dutchess County for the Medicaid Cap and State takeover of Family Health Plus will total $8.1 million in 2008-09.
  • $150,000 for capital improvements at Clinton House State Historic Site.
  • $25,000 for capital improvements at Hudson Highlands State Park (partially located in Putnam and Westchester).
  • $430,000 for capital improvements at James Baird State Park.
  • $3.5 million for capital improvements at Mills Norrie State Park.
  • $509,000 for capital improvements at Staatsburgh State Historic Site.

Orange County

  • Projected savings for Orange County for the Medicaid Cap and State takeover of Family Health Plus will total $12.3 million in 2008-09.
  • $6.5 million for capital improvements at Bear Mountain State Park (partially located in Rockland County).
  • $3.2 Million for capital improvements at Harriman State Park (partially located in Rockland County).

Rockland County

  • Projected savings for Rockland County for the Medicaid Cap and State takeover of Family Health Plus will total $14.2 million in 2008-09.
  • $100,000 for capital improvements at Rockland Lakes State Park

Ulster County

  • $235,000 for capital improvements at Bristol Beach State Park.
  • $500,000 for capital improvements at Minnewaska State Park.

Putnam County

  • $782,000 for capital improvements at Fahnestock State Park.

City of Yonkers

  • Total NYS School Aid to City of Yonkers school districts will increase from $211 million in 2007-08 to $223 million in 2008-09, an increase of $15.1 million or 7%.
  • Total Aid and Incentives for Municipalities (AIM) funding for City of Yonkers residents will increase from $107.6 million in 2007-08 to $113.0 million in 2008-09, an increase of $5.3 million or 5.0%.
  • Allows the City of Yonkers to install up to 50 “red light cameras” that document traffic violations.  These devices will help improve roadway safety and are projected to produce $3.5 million in additional revenue for the city.

City of Newburgh

  • Total NYS School Aid to City of Newburgh school districts will increase from $116.1 million in 2007-08 to $132.6 million in 2008-09, an increase of $16.5 million or 14.2%.
  • Total Aid and Incentives for Municipalities (AIM) funding for City of Newburgh residents will increase by $254,955 or 9.5% to $4.8 million in 2008-09.
