The Freedom of Information Law (Public Officers Law Article 6) is New York State’s principal statute on providing for public access to the records of government. The Freedom of Information Law (FOIL) Officer is responsible for ensuring an appropriate agency response to public requests for access to records.

How to Make a FOIL Request:

If you wish to access a record under FOIL, you must make your request in writing, which can be hand-delivered or sent via U.S. Mail, E-mail or fax. Please be as specific as possible in describing the records in which you are interested. Within five business days of the receipt of a written request, we will send a written acknowledgement that the request was received. Please submit your inquiry to:

If access of requested records is permissible under the FOIL, such records will be sent to you or be made available for inspection and copying, by appointment, at a location within the offices of the New York State Division of the Budget during normal business hours. Records may be copied at a rate of $.25/page.
